  • How to balance gap management strategies that focus on expense control and services, with revenue enhancement and diversification options that strengthen the long term outlook. 

  • Different perspectives on municipal revenue that create different revenue options.

  • How to apply five alternative revenue generation methods to identify new revenue sources, new rate bases and more sustainable service funding models for 2021 onward.

FROM WHO Your three instructors have worked with lower, single and upper-tier governments, municipal associations and provincial governments to improve the municipal budget in procedure and substance over the past three decades. They’ve seen the budget from top to bottom, having presented at least 20 budgets to Council and prepared budget notes for program areas, working in the millions and in the billions, as practitioners, academics and advocates. Their work has changed legislation, expanded the body of knowledge on municipal own-source revenues, and brought forward new approaches to budgeting, including multi-year, non-TCA capital, and long term financial plan-inspired.
