WHAT Course on how municipal staff can leverage alternative revenue methods to do more than balance the 2021 budget.

WHY

  1. Peace of mind from knowing your recommendations for addressing the COVID revenue shortfall and expense pressure are not limited to reserve draws, service cuts, facility closures and layoffs; you have more revenue options than you might think; and you never know how much revenue your municipality is missing out on until you try a new way of looking at things.

  2. Take a big bite out of the gap in a short period of time.

  3. Reduce your workload by collecting use case data and cost information from other staff in your municipality on the workshop timeline.

  4. Benefit from knowing what revenue and non-revenue options peers are considering for resolving similar challenges.

You will exit the course with:

  • A one-page document chock-full of revenue options specific to your municipality;

  • Preliminary rates identified for the proposals that best align with Council’s priorities;

  • PowerPoint slides that package and present the strongest ideas to integrate seamlessly into your budget presentation; and

  • Feedback from your peers and practice-runs through the slides to refine naming, messaging, and visual presentation of proposals.

You will learn:

  • How to balance gap management strategies that focus on expense control and services, with revenue enhancement and diversification options that strengthen the long term outlook.

  • Different perspectives on municipal revenue that create different revenue options.

  • How to apply five alternative revenue generation methods to identify new revenue sources, new rate bases and more sustainable service funding models for 2021 onward.

FOR WHO Local government staff accountable for recommending or presenting measures to balance the budget.

FROM WHO Your three instructors have worked with lower, single and upper-tier governments, municipal associations and provincial governments to improve the municipal budget in procedure and substance over the past three decades. They’ve seen the budget from top to bottom, having presented at least 20 budgets to Council and prepared budget notes for program areas, working in the millions and in the billions, as practitioners, academics and advocates. Their work has changed legislation, expanded the body of knowledge on municipal own-source revenues, and brought forward new approaches to budgeting, including multi-year, non-TCA capital, and long term financial plan-inspired. Your instructors for this course are former CFOs, municipal treasurers, CMAs, CAs, CPAs and policy professionals. In case you haven’t already, meet:

Questions?

  • Is there a discount for a registrant from the same municipality?

  • Is there anything similar to support non-finance Department Heads with the offsets in their budget submissions?

  • Is a shorter version available?
