Who's job is it to generate the money that powers the government?

We can see how revenue-raising responsibilities could live with any of the groups profiled below, but do any of them claim it?

Council and other departments likely believe Treasury owns residual revenue work, so documenting revenue roles and responsibilities, ideally in policies and job descriptions, formalizes different or new expectations.

On their own though, clear, written expectations run the risk of reproducing a traditional, transactional view of revenue, which may hold some municipalities back.
